According to government figures (which are likely to be an underestimate), over 21% of the British population are cigarette or hand rolled tobacco smokers. That consumer group pays dearly for their product – the UK has amongst the highest tax burden on tobacco in the world at 77% to 90%, depending on the brand, of the recommended retail price of a packet of cigarettes.
